Last amended by the board on 06.03.2024 after the entry into force of changes to the legal norm for sports clubs, adopted by the Sports Council in 2023. The changes to the club's law are only due to changes to the legal norm. No changes have been made that require consideration by the annual meeting.

§ 1 Purpose

The purpose of the sports club is to conduct sports organized in the Norwegian Sports Federation and the Olympic and Paralympic Committee (NIF). The work shall be characterized by volunteerism, democracy, loyalty and equality. All sports activity shall be based on the values ​​adopted by the Sports Council.
 

§ 2 Organization

(1) The sports club is self-owned and independent with exclusively personal members.

(2) The sports club is a member of the Norwegian Football Association. For rules regarding the sports club's obligation to be a member of a special association, NIF Act § 10-1 (4) applies.

(3) The sports club is a member of NIF and thus affiliated with Viken Sports District and Lorenskog Sports Council.

(4) For rules regarding the right of representation, NIF Act § 10-3 (1) applies.

(5) For rules regarding the sports club's obligation to comply with the regulations and decisions of the higher-level organization, NIF Act §§ 2-2 and 2-3 apply.

§ 3 Members

(1) For rules on admission of members, withdrawal, withdrawal of membership, etc., NIF Act §§ 10-4 and 10-6 apply.

(2) For the sports club's obligation to register information in the sports membership and organization register, the regulations on the sports membership and organization register apply, cf. NIF Act § 10-5.

§ 4 Gender distribution

For rules on gender distribution on boards, committees, etc. and in representation at annual meetings/meetings at the higher organizational level, NIF Act § 2-4 applies. For sports clubs with turnover and membership numbers below the threshold set by the Sports Board, it is sufficient that both genders are represented on boards, committees, etc. and in representation at annual meetings/meetings at the higher organizational level.

 § 5  Rules on voting rights, eligibility, right to propose, etc.

For rules on voting rights, eligibility and right to propose, NIF Act §§ 2-5, 2-6 and 2-7 apply.

§ 6      Disqualification

For rules on disqualification, NIF Act § 2-8 applies.

§ 7      Question, majority requirement and minutes

For rules on quorum, majority requirement and minutes, NIF Act § 2-9 applies.

§ 8     Reimbursement of expenses and remuneration

For rules on reimbursement of expenses and remuneration, NIF Act § 2-10 applies.

§ 9      Accounting and auditing, etc.

For rules on accounting and auditing, etc., NIF Act §§ 1-7, 2-11, 2-13 and 2-14 apply.

For sports clubs with turnover and membership below the threshold set by the Sports Board, there is no requirement for embezzlement insurance.

§ 10     The annual meeting and bodies elected at the annual meeting

(1) The annual meeting is the highest authority of the sports club, which is held each year by the end of March.

(2) Ordinary and extraordinary annual meetings are held in accordance with this Act and the NIF Act §§ 2-15, 2-16, 2-17, 2-19, 2-20.  

(3) The tasks of the annual meeting:

1.     Approve the voting members

2.     Elect the chairperson (s)

3.     Elect the minutestaker (s)

4.     Elect two members to sign the minutes

5.     Approve the rules of procedure

6.     Approve the notice

7.     Approve the agenda

8.     Process the sports club's annual report

9.     Process

a.     the sports club's accounts

b.     the board's financial report

c.      any report from the control committee

d.     any report from the engaged auditor

10. Process other matters that appear from the approved agenda          

11. Determine

a.     membership fee of at least NOK 50

b.     any training fee, or authorize the board to determine training fees

12. Adopt the sports club's budget

13. Process the sports club's organizational plan

14. Elect:

a.     Board with a chairman, deputy chairman, 4 board members and one alternate member

b.     Control committee with a chairman, one member and one alternate member

c.      Representatives for matters and meetings in the organizational levels where the sports club has representation rights or authorize the board to appoint the representatives

d.     Election committee with a chairman, one member and one alternate member

e.     Any other election in accordance with the sports club's organizational plan

15. Decide whether to engage an auditor to audit the sports club's accounts.

Leaders and deputy leaders are elected individually. Other members are elected collectively. The alternate members are then elected collectively. Where multiple alternate members are elected, the first alternate member, second alternate member, etc. shall be elected.

For rules regarding voting at the annual meeting, NIF Act § 2-21 applies.

(4) For rules regarding the control committee, NIF Act § 2-12 applies.

(5) For rules regarding the election committee, NIF Act § 2-18 applies.​

§ 11     The board of the sports club

(1)       The sports club is managed and committed by the board, which represents the sports club externally.

(2)       The board is the highest authority of the sports club between annual meetings, but certain decisions can only be adopted by the annual meeting in accordance with § 10 (3) and NIF Act § 2-22.

(3)       The management of, and supervision of, all parts of the sports club's activities falls under the board. The board shall ensure:

-that the sports club's objectives are safeguarded

-responsible organization of the sports club's activities and financial management

-that decisions are made in accordance with the regulations and decisions of the higher-level organization, the sports club's law and the decisions of the annual meeting

-register information in accordance with § 3 (2)

-that a person responsible for the police certificate scheme is appointed, if the sports club organizes sports for minors or people with developmental disabilities

-that a person responsible for children's sports is appointed, if the sports club organizes children's sports

(4) The board may appoint committees to handle ongoing or individual tasks, and prepare mandates/instructions for these.

(5) The board shall appoint representatives to annual meetings/meetings at higher organizational levels if the annual meeting has not elected representatives.

(6) The board shall hold meetings when the chairman decides so or at least 2 of the board members request so.

§ 12 Groups

(1) The sports club's annual meeting may decide to establish and close groups, and how these shall be organized and managed, or delegate this to the board.

(2) If the sports club's annual meeting, when considering the organizational plan, has decided to establish groups with group boards, the following applies to sports clubs with turnover and membership above the threshold set by the Sports Board:

a. Each group shall have a group board of at least three members. The group board shall be elected at the annual meeting or appointed by the board after authorization from the annual meeting.

b. The group should have at least one annual meeting where the group discusses the group's finances and the activities in the group, and proposes candidates for the group board, as well as providing any input on matters that are being considered by the board or the annual meeting.
c.      Gruppestyret konstituerer seg selv, med mindre annet er besluttet av årsmøtet eller av styret etter fullmakt fra årsmøtet.

d.     The group board determines any training fees within the framework of the authorization given by the annual meeting or the board.

(3)       Group boards or representatives of groups may not enter into agreements or otherwise obligate the sports club without authorization from the board or the annual meeting, and within the framework determined by the board or the annual meeting.

§ 13    Amendment of the law

For rules on amending the law, NIF Act § 2-2 applies.

§ 14 Dissolution, withdrawal, etc.

(1) The sports club may resolve to dissolve:

a.     by a unanimous resolution on dissolution at the annual meeting, or

b.     by resolving to dissolve by a 2/3 majority at two consecutive annual meetings, where the subsequent annual meeting must be held a minimum of three months and a maximum of 6 months later.

A prerequisite for a valid resolution on dissolution is that the sports club notifies the sports community and special federation in writing no later than 14 days before the sports club's annual meeting considers the proposal for dissolution.

(2) Merger with other sports clubs is not considered to be dissolution of the sports club. Resolutions on merger or withdrawal from special federations, and necessary legislative amendments in connection with this, are made by a 2/3 majority of the annual meeting.

(3) For rules regarding withdrawal and loss of membership in NIF, Section 10-2 of the NIF Act applies.
